Distance MBA is valid for PhD. Just ensure your Distance institute in under the affiliation of UGC board and DDE board. The degrees provided by these education boards are valid as same as a regular MBA degree. To qualify for PhD minimum percentage is needed in MBA to qualify. It is possible to get admission if the distance MBA is from a recognised board.

It is nice to see that you want to be an IAS aspirant. IAS can be pursued by students from any stream, it is never restricted to any particular subject. But then it is always suggested for humanities graduates to pursue the same. As the IAS subjects are more about politics, sociology and other subjects, few of these are covered in BA degree. So it's quite good to have BA base for IAS exams. My perspective and my suggestion for you would be BA for a strong and healthy background for IAS studies.

The eligibility criteria is-
50 % minimum marks or equivalent grade point in psychology as core paper in BA.
MSU allows admission only if your degree is complete by the time your session here starts. That means, if they classes for MA start in June, then your Bachelor's should be completed by then. You shouldn't be still pursuing it.

They ask, generally, simple questions regarding your general awareness and mostly talk about current affairs. Quantitative and Qualitative aptitude are also mentioned.
Good luck.
