The eligibility criteria to apply for IGNOU B.Ed admission is mentioned below:
At least 50% percent marks either in the Bachelors degree and/or in the Masters degree in Sciences/Social Sciences/Commerce/Humanity. Bachelors in engineering or technology with specialization in science and mathematics with 55% marks or any other qualification equivalent thereto,
And
Trained in-service teachers in elementary education.
OR
Candidates who have completed a NCTE recognized teacher education programme in direct mode.
You can do B.Ed after completing MA also. It depends on your choice.

A Diploma, in some cases, is accepted to do a degree but in this case, I do not expect that without the Graduation thing, you can fulfil that criteria to do a B.Ed. ODL from IGNOU. If you have done a Bachelors Degree then you can apply for the admission process.

Hi, Eligibility: A Bachelors or higher degree from a recognised university, and Two years full-time regular teaching experience on temporary/permanent basis as Primary/Graduate/Post-Graduate Teachers in Primary, Secondary/Higher/Senior secondary school recognised by the central or a state government or a union territory are eligible to take admission. B.Ed. programme is offered in January session only and admission is offered through entrance test.
