If you want to pursue distance education, you should not bother about its locality as it will be a self-study mode. Also, the renowned universities have their learning centres in every state. I would recommend you to apply for the following universities:
Karnataka State Open University, Mysore
Acharya Nagarjuna University
Dr B R Ambedkar Open University of Madras
Kurukshetra University
IGNOU.

NLU-Uttarakhand may start in September 2018, but it is not confirmed yet, Government of Uttarakhand wants to start NLU this year, but so far I can't see any developments except for announcements.
