Go for MCA degree but before it learn basic programming languages like C, C+, Java and understand all the basics clearly in your mind. Participate in competitive programming in Hackerearth, hackerrank, codechef, etc.

MCA lateral entry is definitely better than 3 years MCA because it will save your crucial 1 year and the yearly fees too, plus the value of both the courses are almost equivalent.

Yes, IIT Allahabad is still having that much potential, you should give preference to it. Although it will require you to score a really good score to get admitted as compared to NIT's. Placements totally depends on your attitude and your knowledge in the domain. So, work on that and you need not to worry about the placements.
