BBD will give you a better exposure during the course but I would suggest you to research about the placement facility of both the colleges and choose accordingly.

Lucknow is not the best place for doing BCA but it's not bad too. Some good colleges for the same are:

A student can pursue this program after passing class 12 Board Examination with Math/Computer. Techno India University is having both sponsored quota and management quota.

If I am not wrong, you are talking about PCACS-Navi Mumbai. Your class 12th percentage is too low. But, I'm not sure that you can get admission there or not. So, follow the instructions for admission requirements provided by PCACS in its official website 2018 through this link:-
