Your rank is good. You will even get IT branch in BIT-Mesra which is again a good college. You may opt for that college. But again, you will definitely get much better colleges than that. Apply accordingly.

Yes, universities take exam before giving admission. They ask aptitude, reasoning, GK, current affairs etc. You can prepare it through your class 11th and class 12th books too.

No my dear friend, you really have very poor scores in class 12th and to join BCA, you need to have at least 55% of 50% in class 12th, because that is the least eligibility criteria, which need to qualify and you don't have that, so you cannot join BCA.
