Well, they do accept three year Bachelor's degree but to get into a university like Harvard you must be something extraordinary. Your academic grades, project works, extracurricular activities etc will be strictly evaluated.

B.Sc in Hardware and Networking 3 years

Yes, MCA is equivalent to BE/B.Tech as per industry norms, though academically BE is an under graduate degree, while MCA is a post graduate degree.
