For joining Cyber cells, you should posses qualifications in Cyber Security. Right now, only Masters Level courses are available on Cyber Security. There are mainly two type of courses
1. M.Sc- Cyber Security
2. M.Sc- Cyber Forensic and Information Security
3. M Tech Cyber and System Security
For 1 & 2, BCA/ B.Sc-IT/CS is eligibility.For M Tech, B Tech CSE / IT is mandatory.
Besides these, Law Programs such as PG Diploma and Diploma in Cyber Law also available. But this will cover only IT Rules and Cyber Acts and Its punishments only.

You can do Aeronautical Engineering specialisation after Mechanical engineering graduation also but I will recommend that you do B.Tech AE and then do super specialisation at M.Tech. You can evaluate IIT Powai, PEC University Chandigarh, IIST, Manipal university, Amity University etc. Amity has 5 year integrated M.Tech program in Aerospace Engineering and it is a very well recived in industry.
