Hi,
You can apply but admission will depend on the university. It is difficult to say if you will get admission or not because every university has its own selection process. Overall Irish universities not highly competitive so chances of admission is still there. You must also take the IELTS. Additionally your SOP and Recommendation Letters are also required.

Yes, Ireland is a good place to do MS in computer Science. The idea of studying in Ireland is a good option, because of country strong reputation in the software industry. Part of the course content of the joint programme might be an internship in the industry, which is appealing because work experience is very important in this field, and it will also let me get a taste of what working will actually be like. As far I know job opportunities are also equally good.

What is the purpose for this choice?
If it is for learning, I would say NO, as internet has plenty of resources for you to learn and develop skills in is.
If its for a job and consequently shifting to Ireland, which many Asians dream of, then I wouldn't really suggest unless someone is sponsoring your course and stay. Getting a job in UK or EU is next to difficult owing to stringent laws around the Visa being provided. In order to employ you , guys out there will need to flush out a huge amount of money to the government. So ensure you have gpod knowledge about what is thr job market out there.

It's not easy to get a job in a foreign country, always remember that. Ireland, no doubt, has a very good market but the competition is immense, especially for international students. Also for Indians, work permit scheme in the UK is very tough. Check immigration website of Ireland for skilled occupation list or labour shortage list, have an idea of the market demands, apply to a very good university having strong industrial tie-ups. Most importantly, you have to be strong academically.
