It will depend on which branch you want and what is your category. If you have some reservation like SC/ST then you can easily get JEC.

Yes, you can do mechanical Engineering but I prefer you to go with aeronautical because there are lots of scope in it.

Fees for BE in Jabalpur Engineering College is less.
Fee in every branch is Rs.11.3k per semester.
If you want to live in boy's hostel or girl's hostel, fee is Rs.1300/ year without mess.
And, semester examination fees is Rs.1300/per semester.
