Hello Ankita,
Theoretically, transfers are possible. But practically, these are next to impossible. If you have taken admission in private college they will tell you to pay 4 years fees and then seek transfer. Course content of both the colleges need to be same. You initiate process at your present college and then you will come to know the process.

Yes, you can. The only requirement is to have maths in class 12th. If you had that, you are eligible.
