No, it's not because of the following reasons :
1.) It wasn't designed to be for hacking in general ( you need to go through the JVM to get to the OS to get to the hardware).
2.) You can't force memory and CPU. Unlike codes in C or C+, Java can't use that much of your CPU and memory.
3.) Most network protocol handlers are not written in Java. They are written in C+ and gets imported to Java.
4.) You will find significantly less open-source projects that fit your tasks as an ethical hacker. For example, the Firefox browser code is written in C+ and you can modify the code to perform Denial-Of-Service Attacks or Web Request Forgery o

Java is not a good language for ethical hacking because it works at the abstraction level, several layers above the hardware level

It totally depends on your interest that in which domain, you want to gain expertise because java is a programming language and CCNA-CCNP are the certification programs in networking

The two languages are completely unrelated. JavaScript was originally called Livescript, and was renamed when Java was introduced as a kind of cross-marketing. There was some hope that they'd be used together and evolve together. They never really were; Java applets never took off. Some of the key differences are mentioned below : 1. Java is an OOP programming language while JavaScript is an OOP scripting language. 2. Java creates applications that run in a virtual machine or browser while JavaScript code is run on a browser only. 3. Java code needs to be compiled while JavaScript code are all in text. 4. They require different plug-in

Both are good, but if you are thinking of only jobs, CCNA certified people are given preference.
In java, you have to think of algorithms and syntax to apply the logic, you don't have to understand much but you have to think much. As for the CCNA-CCNP, its purely networking. It have less syntax but more thinking and understanding. It consists of network designing. You have to design networks between devices and make them communicate each other. The more you can imagine, the more you will learn.
