Salary for freshers in IT industry depends on type of Institute from which you are graduating. Students for Tier I Institutes such as IIT/NIT/BITS etc get CTC between Rs 6 to 10 Lakhs during campus placement. Whereas salary for Tier II & Tier III Institute graduates is between 2.75 to 4 Lakhs. If you get job in off campus recruitment drive salary may be lower by 10 to 20% in comparison to campus placed graduates. Salary structure varies from company to company.

There are plenty of opportunities for software engineers in Government. All PSUs have internal IT department. You can look for IT opportunities in PSUs. You can look for opportunities with National Institute in Smart Governance (NISG), NIC, CDAC etc. You can join as Technical officer in Armed Forces. You can look for teaching and non teaching (IT) opportunities in Government universities and colleges. You can also look for opportunities in R&D organisation of central and state government.

Of course you can go. Language learning is merely understanding of syntax and libraries. Doing good or better programming is how efficiently you are applying logics.
Therefore there is no problem if you don't know any of the C or C++ languages. Learn Java and practice as much as you can.

You should focus on C because it will give you basic knowledge of programming and also learn pointers in C as it will give in depth knowledge of how computer program play around memory references. After you are done with basics of C, then move ahead to learn Java. Learning Java will be helpful while developing Apps. Android is completely in Java. So if you're going to develop APP in future definitely your choice of programming language should be JAVA.
Hope it helps.

Coming to the first part of your question, I would suggest you to do only one programming language. And have a good command over it. Learning multiple programming languages and not having command on any one will not help you at all. JAVA is getting popular these days. And you mentioned about Android development, then JAVA is the language you should go for. PHP is an evergreen language. Not suggest you to go with .NET at all.
Now coming to the second part of your question and that is JOB. Truly speaking if you want to get a good job in a good company then your graduation is a must. Freelancing is an option if you don't want to go for gr

There is no need of certification if you can prove your knowledge to someone who is looking for the Java professional. But getting certifications only proves that you went through the learning and given tests to get your learnings examined.
So in the end only matters is whether you have knowledge or not. That's it.
