Yeah. You can get admission in the sec-62 with ECE branch. You might not get it while counseling, but you will get upgraded for sure. If you are only interested in CSE branch, you'll get sector 128.
The cut-off for various branches is as follows, (before upgradation)
CSE at 62: 65k
ECE at 62: 1L
CSE at 128: 1.5L
ECE at 128: 2.5L

No, you cannot get admission with compartment. Also your marks in JEE mains are relatively low. You should at least score 85+ in mains.

The chances are bleak. You have scored just on the line. The cutoff for the CSE branch at sector 62 is around 60-65k, but if you are lucky you may get first hand admission. Also you have the option of taking ECE, and putting CSE as preferred branch. You might get upgraded. The probability of getting upgraded is quite high.

Both the institutes mentioned by you are equally good and thus it will be very difficult to tell which one will be the best option. However, we can help you with the parameters that you can keep in mind while choosing an institute among them. You can consider the below parameters :
1) Faculty,
2) Affiliation / Recognition
3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.

Faculty quality can only be determined by the current students because an alumini or an online website might not give you an honest feedback , I would suggest you to connect with the current students through social media or in person to know the exact scenario
