You can get a government college. I suggest you to get the details regarding the government college which take admission on the basis of JEE Mains since you have qualified with very good marks. DA-IICT offers admission to a student only through JEE All India Rank. So, I'm sorry you don't have a chance in DA where the last year's cut-off was around 12K and I have no clue about the admission system of the other institutes you have mentioned above.
