Yes, you can easily get a seat with this rank in NIT.

Sorry but unless you are from some reserved class, you won't get into any of the NITs or IIITs.

You can apply but not on the basis of JEE Mains score. A score of 20 is not acceptable. Minimum acceptable score for ST category students is 27. Apply to the colleges which are having their own entrance exams.

Sorry to say but with these marks, you can't get any govt. college until and unless you belong to SC/ST category but the chances are slim for them as well.

If he belong to general or OBC category, then chances are very less.
But, if he belong to SC or ST category, then he have a chance to get admission in NITs.
