No, you are not eligible to get admission there. Better try for some private colleges. Or, you can get admission through management quota.

Yes, sure. You hold great chances for that. Well i can share my personal experience here. During my 12th passing year I scored 126 marks in JEE and I got E&C in NIT KUK under OBC and home state quota that very year. Although I dropped that opportunity for some better options.
So, the thing is that you hold chances for your desired college if you have a fair enough 12th percentage.
