You must have to score above Cuttoff Marks of JEE Mains 2018, and should have minimum 85% marks in state boards in order to get admission in M.S University, DDIT, ICDE, and Nirma University.

See, if your JEE score is below 70, then there is very less chance for you to score good marks in the next year. (I am talking about the chances, there can be exceptions but exceptions are very less)
Still, if you know that you won't get any decent college this time and have a decent grasp over the basics, then go for dropping.

I don't see how dropping a year will help you. You will need a minimum of 75% to be eligible for JEE and BITSAT. Check with your school and CSBE for improvement exams and related conditions. You can also check other colleges and polytechnics which can accept your score and resume your studies.
