You have low score in your JEE mains so it will be difficult to get into IIEST, Shibpur but you can apply for some prestigious private institutions in India based on your marks in board exams. Also you are eligible for best scholarships offered by private universities. Check out the following universities -

No. Most probably no it wont be possible since the cutoff for 4 year B.Tech in IT is around the rank of 8-10k only.

If you are General or OBC, No it wont be possible.If you are lucky enough then one of the dual degree courses maybe.But the chances of that are also very slim. However for SC/ST yes it is very likely to get through with these scores.

BITS Pilani does not accept JEE score for admission. You are required to appear for BITSAT for admission to BITS Pilani and it's offshore centres of education in Hyderabad and Goa.
