No, appearing student can not apply for UPSC ALC exam. One need to have specific education requirements like LL.B. M. B.A. MSW PG Diploma in labor law etc.

APLAWCET cutt off for SPMVV is around 675 ( open category). So you have fair chances to get SPMVV.

LL.B. Distance Education is not valid in India. Bar Council (BCI) still does not recognize the LL.B. Degree through distance learning. As a result, one who pursued a Distance LL.B. Degree won't be endorsed as a legitimate lawyer.

You can appear for exam like ISAT if you wish to pursue law front foreign. I would suggest you to pursue LL.B. Front any good college and then you can plan a 1 year foreign LL. M or online LL. M or expertise in foreign law or international law.

It is not possible to change your university without lapsing. You will have to start this course fresh else to save that one year take up a new college which is affiliated to the same University under which you are studying right now. Migration within the affiliated college of same university but this is not possible.
