3-year law and 5-year law both have different eligibility criteria.
5 years law programme is an integrated programme, which one can proceed just after 12th class whereas 3 years law programme can be pursued only after the graduation. Usually the students who decide on taking up law as career after graduation prefer this programme. So, since the programs almost same but for different students, the syllabi relating to law is same on both. Being an education consultant, I would recommend School of law, LPU, in North India. LPU offering law programme is equally good as law courses in all NLU's.

According to the information you have given, you have already completed your LL.B. And have 17 years of experience. You can pursue a related course in insurance law to become an insurance lawyer. Related courses:
1- LL. M. (Latin Legum Magister) in Corporate Banking and Insurance Law from Amity University, Noida, Uttar Pradesh.
2- A Post Graduate Diploma in Legal Publishing and Media from Chandigarh University, Chandigarh.
3- A Post Graduate Diploma in Legal Insurance Law from the Radha Govind University of Ramgarh.
4- LL. M. in Corporate & Financial Law from O P Jindal Global Law University.
5- A Post-Graduate Diploma in Taxation and Insurance Laws from the University College of Law, Hyderabad. According to me, You may pursue courses in Insurance law, because you have job experience which will be more useful as an insurance lawyer. I hope this will help you.
