TOEFL is a standardized test for english language proficiency for universities abroad. CLAT is an indian entrance test for law admissions so there is no similarity as such.

Both colleges are good in terms of faculty and placements, and are approved by the Bar Council Of India. However, if you want to go for specialization in Law, then I would personally recommend UPES, as it offers 7 different programs in this particular domain. In fact, I would strongly suggest that you take up the UPES law program as the course and criteria here meet the standing industrial challenges in the field of law. Also, about 90% of students from last year's batch have gotten placed even before completing their graduation!

Moat of universities rules do not allow registration for two degrees simultaneously. Also you may not able to cop up with both degrees simultaneously and spoil learning of both the degrees.
