You have to show your transcript transcripts from grade 9th till 12th . you can apply with 60 percent too just that not all high ranking colleges will accept this score unless you are exceptionally good in some activity that they would like to see

To become a civil servant, you should crack UPSC exam.
For that you should be a degree holder.
If you want to become a civil servant then start preparing from now itself as the examination is very competitive. Only around 1200 to 1500 people get selected every year.

Engineering is considered to be most fruitful degree if you are from 12 non-medical background. There is no best course to do as such. You also have other options like B.Sc, designing and animation, interior and fashion. If you perform well in whichever course you are that will give you a good scope in future. Also the university plays a vital role to give your career a kick start. So choose a college with good placement record -

Jumping of streams taxes you by deduction of percentage in best four in universities like Delhi but it might not be the case with others. Check their individual criteria and apply.
