Yes, you can by all means apply. If you have no back logs, have good or reasonable grades then your admission will have normal process. Both countries have best universities and it is just that you will have see what is the best one for you. Both country requires language proficiency test mostly IELTS. You must have 6.5 bands in all four modules and this one of the basic requirements. The university policies may differ from one to the other.

It depends on which semester, you wish to apply to0. If you wish to join fall semester (August/September), you can apply as early as November of the previous year. For the spring semester (Jan/Feb), you can start applying 7-8 months prior to the commencement of the course. Remember, for some universities, the earlier you apply better will be your chances to get admission.

Hi Akanshya Nayak, keeping in view the number of backlogs you have and the GRE score you are trying to achieve you are advised to check universities below rank 30 like University of Delaware, Case Western Reserve University, Michigan State University etc. I will recommend you to seek help from a professional consultancy who can go through your complete profile and shortlist universities for you.

Hi,
Focus on your academics. Your numbers will be the first thing to get noticed. Get yourself involved in high-end project works, publications and your internship must be a very good one. As for the exams, you have to prepare hard for the GRE and the TOEFL. Well, they do accept three year Bachelor's degree but to get into a university like Harvard you must be something extraordinary. Your academic grades, project works, extracurricular activities etc will be strictly evaluated.

USA is very expensive. American universities require GRE score that's mandatory. If you have good aggregate in your academics, you can apply for scholarships by giving tofel or IELTS and it's not mandatory.

Nobody will be able to suggest you a particular university or universities based on only your scores. Neither have you mentioned your UG percentile nor did you state what you want to study. What I can suggest is that you should check university websites for the average admission requirements and match them with your profile.You can shortlist the universities accordingly, with requirements that match closely with your scores. Also universities in US look for an all-rounded profile.
