Hi,
Just wait for 6 months and let the conditions on H1B visa be more clear. While media might be over hyping the situation, there should be some clarity on policies for sure. You may consider Canada, Germany, Australia, etc

As of now there is no change in USA policy on student visa but you can expect some changes in days to come. You are advised to wait for some more time before investing in further education in USA.

Hi Sarfaraz, you can pursue your MS after you clear your B.Tech with good grades and with a valid GRE score. Additionally you must take TOEFL. Much cannot be said about job opportunities now with the new government setting in, know that competition have been always tight. No program nor university will guarantee a job, finding an employer to sponsor your H1B will also be tough. As a E&C student you will be eligible for STEM OTP for 3 years so you can rigorously job hunt with the help of the university's career support office and work.

Don't feel bad due to your low GPA. Take the things head on. First score good in GRE and TOEFL iBT. Let these score speak about your competence, then focus on writing good SOP and getting suitable LOR. I am sure if you represent your profile in a complete manner, you will be able to get into many good universities.

Yes, it is perfectly fine to apply for MS program in USA after completing your integrated program of 6 years. Beside this, you also need to clear GRE and TOEFL IBT.

Hi,
Admission procedures in both the countries are different. To pursue MS in USA you must take the GRE and TOEFL. For admissions in Germany GRE is not required but you can always opt to take the test. IELTS or TOEFL and German language knowledge is required. German universities require very high academic scores while in US they look for all-rounders.

Hi Manjeet,
It is extremely difficult to receive 100% scholarship. However, for your MS programs there are various assistantship programs that the university can consider to give you partial scholarship. You must have good academic and GRE scores and a strong letter of recommendation and statement of purpose in order to request scholarship / assistantship.

Hi Srikanth,
The countries you have mentioned above are good, but you need to choose a country where you can get placement after completing your studies.
I would suggest you take Canada as an option as the courses are globally reorganized and if you take any 2 year course in Canada, you would get a work permit for 2-3 years after completing your course and even when you will studying, you can take any part time job to support yourself.
All the best.
