Your B.Tech score will create a problem for the admission process. To tackle this, you need to have very good Statement of Purpose and INR. 4-5 Letter of Recommendations. Generally, foreign universities take students who are very good in academics. Best colleges in Australia are: https://studyabroad.shiksha.com/australia/universities.

To do Masters in Canada, IELTS is must but some colleges can accept TOEFL too. In Australia, IELTS is mostly accepted in colleges. So, I personally suggest you give IELTS exam. Also, GRE is not mandatory, but it will enhance your application and you might stand out from other students, so there's more chance to get the admission.

Sorry to say, but you can't get admission abroad or within the country without clearing your pending backlogs. You will be eligible only if you clear it. Best of luck.

M.Tech/ME is a course programme, whereas MS is a research programme. Theoretical differences:. M.Tech/ME has more coursework than project work, in MS coursework is minimal and large chunk of credits allotted to thesis. For example, in IISc, M.Tech/ME students take 12-16 courses whereas MS students take 3/4 courses.
