One can always study while serving any organisation. Here it's not the Jadavpur University but State Govt whose permission you need to take even before applying. Then you will have to think as to how you will attend classes, find time for study etc. But all these are definitely manageable issues. Just have this as aim and do not leave it untill you achieve it.
Best wishes to you.

Sure, you will get admission anywhere. If you qualified GPAT, you will get a fellowship.

Procedure is typically online but the requirements differ from programme to programme. You should check their website directly. UBC being the top most university in Canada is going to be competitive and selective. High academic grades, excellent projects, LOR, SOP etc. Will be evaluated. You must also check the GRE requirement, some programme do need a GRE.

It does not matter, if you are an Indian, if you have a good profile they will accept. A higher percentage would have been better since NUS is competitive and also the programmer you are planning to get into is very selective. But 70% is good to go. You must also demonstrate relevant skills, have projects, solid internship, LOR in addition to the SOP. Apply early.
