The average, two year residential PGP programme at premiere institutes in India will cost one an average of Rs 12-15 lakhs. B-school participating in GMAT generally accepts more experienced candidates and fee levels are higher. One should be ready to spend an average of Rs 20-25 lakhs in India and about Rs 70 Lakhs abroad.

Yes, you should do MBA after Bachelors of Engineering in civil, because it will not only give you an extra scope, but also give you a plan b what if you cannot get a good job in civil engineering, so at least you have a MBA degree with you which can not only give you a good job, but also great package.

This would depend on your interest areas and career aspirations. In MBA you could pursue any specialization be it finance, marketing, operations, HR, construction management, etc. Keeping in mind your long term career goals.
