FMS is a prestigious institute. No doubt about that. But, quitting your current job for that totally depends on the kind of job and role that you are presently working in. I would suggest try to find a similar job in Delhi or Gurgaon.

For admission through University seats, students have to appear in examination of the Abdul Kalam Technical University (AKTU), Lucknow. For direct category seats, students should qualify Management Aptitude Test (MAT) or any other National Level Test like CAT/XMAT/ JMAT, etc. conducted by All India Management Association which will be followed by GD and PI at IPEM as per directive of the UP state Govt./AICTE.

Apply for exams like GRE and GMAT. And after you get a score start applying for foreign universities, some colleges require TOEFL score too. So, keep that in mind. You can also try for scholarships if you have an extraordinary resume. There are Facebook groups for foreign students for specific countries. Try joining it, you will get better help.

Course wise, there is not much difference but PGDM is a Diploma which will give you a Diploma in HR, it's NOT a degree while MBA will give you a proper degree on completion.
