For PGDM, it is Bharti Institute, Greater Noida. And, all India council for technical education.

It would be difficult to study even in India on the budget you have set. If you are planning to study from below par colleges outside India, then it's of no use. Try revising you budget to atleast 20 Lacs.

At 50 percentile it will be difficult to get top tier colleges. You can look for one more attempt for CAT and other MBA entrance exam. At this score you may try for state engineering colleges MBA department. You can also look below link for this year colleges predictor-
