Scholarships are mostly given on the merit-basis and are awarded by the universities. Outstanding academic performances, research work, relevant knowledge are desired. The required exam for a scholarship differ with universities, for the universities in UK, mostly an applicant must hold a relevant Bachelor's degree with interest in dental public health, community dentistry, health promotion, etc. Additionally, you must take the IELTS. Private colleges are meant for business. They get more from the students & save more. Try where you will have to pay less fee & less capitation fee. More or less you will find the same.

Dear chidambara makar. since you are doing BDS, why not try CAT . so that you can get admission with indian institute of management which are top in india. from there you can get positions as you wish. MHA also good course but through CAT. you can do more best. the following collges offer MHA course:
