The fee would differ in every institute ranging from INR. 20K to INR. 1lacs per annum. Please specify which college you wish to enquire about.

It depends on the time you have registered for the exam, if you have applied in your final year of +2, you may still have 3 chances as you have said. But, if you lose one then, you may have 2 or 1 in case you have registered in your +11.
