Acupuncture is surely legal in India but it is seen as an alternative therapy instead of a mainstream medical practice.
In 2003 the Ministry of Health and Family Welfare declared Acupuncture as a form of therapy under the National Health Policy. But you should know that it is not yet regulated as a medical system like Ayurveda, Homeopathy or Allopathy.
