Yes, you can apply for the stray vacancy round if you were allotted a seat in the 3rd round of state counseling but chose not to join it. As long as you didn't take admission on that seat, you're usually eligible for the stray round. But if you did join the seat that was allotted in the 3rd round, then in most cases, you won't be allowed to participate in the stray vacancy round.
