You are an Indian citizen and you can surely get admission anywhere you want in India. For this, you need to pass you 12th grade with at least 45% marks in Physics, Chemistry, and Biology/Biotechnology. Then, you have to appear for the NEET exam and score according to the cut-off of your category.

You can surely attend mock-up round for NEET, subject to the domicile requirement of the state. And be it any state, you still have a 15% quota in every state through NEET.
So, yes, you can surely go for it.

NEET is a tough competition and the cut-off goes higher every year. You need to qualify NEET but just qualifying it will not confirm your admission. You need to score really well to get admission in a good or a desired college.

To get an MBBS seat, you need to score 45% marks in your 12th grade. It would be better if you score 60%, as then you will be eligible anywhere round India, including CMC, Vellore. You should have physics, chemistry and biology/biotechnology as your subjects in 12th. Appear in NEET and if you belong to a general category, then you should score around 560-600 marks to confirm your admission.

MBBS seat is a hard-earned seat. I would suggest you not to drop it. Try contacting the college committee if they can help you with the economic conditions. Government colleges' fee is anyway much lower than the fee of private ones. Private colleges charge a huge sum of money. You can even try getting a loan sanctioned from the bank because medicine is a prestigious course to pursue.

The competition is rising every year in the medical line. If you are a general category candidate, then you will have to score at least the qualifying marks for NEET to get admission in a private university.

It all depends on the cut-off of your category. The competition has risen quite a lot, be it any category. I suppose the chances are slim but keep trying till the counselling ends and I would rather suggest you fill form for every college taking admission through NEET score.
All the best.
