Not for all colleges. Some colleges take admission on the basis of State CET or private-level exams.

It is advised not to take admission by giving 50-60 Lacs. Because it's not worth it.
You can look for more other colleges with lesser fees or donation.

Yes. You can submit the documents later to get recognised as an OBC candidate but this won't change your seat. This will only help you gain fee benefits given to OBC students from the next year.
