The marks vary from college to college, so you need to check from different colleges only.

If you are from general category, it is very difficult to get a seat. If from other category, you have a less chance to get it. My friend last year got All India seat from SC category at 460 marks. All the best, hope you get it.

This score is a bit low. You'll only get admission in MBBS in a private medical college that charges fairly high amount of fee. If you are willing to go abroad, go ahead, you'll easily get MBBS.

If you want to study in a foreign country then first check your academic performance. If that is good then you can apply.

It depends on your caste category and the state under which your medical college comes.
At my time (till 2 years ago), it was around 22,000 rupees per year tuition fee and few hundred rupees as extra fees (college related expenses) for an open category student.
For an OBC, it was about 2,000 rupees per year.
For SC, ST, NT and similar category, it was almost free (few hundred or so for college related expenses).
As far as I know, now the fees have doubled.
Also, the hostel fee was also negligible, about 5-6 thousand rupees a year.

In Private colleges it varies between 5,00,000 - 25,00,000 INR per annum. Yes you read it right, 25 Lacs. It is the case in my college D. Y. Patil, Nerul. Fortunately I was born a bit earlier and my batch had to pay 8.5 Lacs and got my admission without donation but still 45 Lacs is a big sum. My batch was the first which was introduced to NEET UG and it was confusing as * about what to study for it and I ended up doing wrong preparation. Got admission in D. Y. Patil on merit, so parents gave me a go and said not to waste one year just for the sakes of money. What my advice will be is study hard for NEET/AIIMS and get a seat in govern

As per the 2017 NEET upper age and maximum attempts rule, only unreserved candidates below the age of 25 and reserved candidates below the age of 30 would be allowed to appear for NEET and that too only a maximum of three times!
Good luck!

Give him a chance to get prepared for NEET again, with such marks there is no possibility of admission for MBBS in any college. All the best.
