NEET is conducted by National Testing Agency and is important for students going for admission to medical courses in India. So in general it is not possible to become a doctor in India without clearing NEET exam.

NEET is standard exam that is accepted by most medical colleges in India and it is needed for UG courses.

But there are some alternative options available for students who are unable to clear NEET exam or who did not appear for exam.

Yes, of course if someone has already cleared through betterment examination and has its Certificate then he or she is eligible to appear for NEET UG exams.
