No, the government of India merged all exams and made a single exam NEET to get into any PG seat. You may try next year though.

Fee structure for Balaji dental college is around 1.5lakhs per annum.
In government college you will have fee around 25,000 per annum which is minimal for any college in India.

Regarding ragging there has been a lot of improvements in colleges regarding ragging. Ragging is strictly prohibited and anyone found guilty in doing so will have to face serious charges including getting debarred from college may also lead to imprisonment.

For this time around I think cutoff will be around 1,80,000. As competition as well as colleges (have been increased in some areas) many students try to go to newer colleges this may fetch you a chance for domicile students.
