Depending on the school and state, the private medical college fee structure varies greatly. MBBS courses often have an annual price of 10-30 lakhs. Your SC category status may qualify you for reservation benefits, which could lower the cost, although it will probably still be more than government colleges.  See, the cutoffs depends on the many factors like number of candidates,(who are increasing almost every year), and seat availivility (which remains same mostly).

No, you are not eligible for the defence personnel quota for MBBS if your father is serving in ITBP: 

The defence personnel quota is only available to the wards, widows, and wives of serving or retired personnel from the Army, Navy, or Air Force. 

Children of paramilitary forces like ITBP are not eligible for the seats reserved for the wards of army personnel. 

The defence quota in NEET is a reservation system that allocates a certain percentage of seats in medical colleges for the children of defence personnel.
