Absolutely not. You do not qualify for any institute of post graduate medical education and research IPGMER for undergraduate courses in medicine or MBBS courses without qualifying in the NEET-UG exam. 

NEET-UG basically is the tick mark of all the medical private and government affiliated colleges in India, the same thing happens in IPGMER. Now, if you want to seek admission to MBBS courses on any medical college, clearing the NEET is not optional but a must and must participate in the counseling process.

These are the Eligibility Criteria for Admission to MBBS in Institute of Post Graduate Medical Education and Research (IPGMER):

Educational Qualification:

Passed the 10+2 or equivalent examination with compulsory subjects of Physics, Chemistry, Biology/Biotechnology and English.
Minimum percentage requirement: 50% for General, 40% for SC/ST/OBC, and 45% for PwD in PCB overall.
Age Limit:

Should have completed a minimum of 17 years on or before 31st December of the year of admission.
Upper age limit: 25 years (30 years for reserved categories).
Entrance Test:

It's unlikely that you'll be able to get a seat in a government veterinary college with 200 marks in NEET, even if you belong to the NTC category. The NEET cutoff for veterinary in 2024 is expected to be between 722 and 135 marks for general category students. For reserved categories like SC, ST, and OBC, it will be between 138 to 135 marks out of 720.

Yes, MBBS is the most sought after course at BLDE University. BLDE University accepts entrance exams called NEET UG, NEET PG  etc. scores for admission in this college. So, firstly you have to appear in the entrance exam to become eligible to register for this college, then you have to fill the application form which is available on the official site, then after doing all these procedure, you have to participate in the counseling. Yes, you can participate in NEET UG counselling round 3 if you didn't get a seat in round 2, as long as you meet the eligibility criteria: 

You must have registered earlier and paid the required fee 

You must not have a seat in any previous rounds of NEET-UG Counselling, including All India Quota, State Quota, or Deemed University 

You must not have joined an institute allotted in any previous rounds 

The Medical Counseling Committee (MCC) conducts the NEET UG counselling process for admission to 15% of All India Quota (AIQ) MBBS and BDS seats across India. You can apply for the counselling from the MCC official website
