Rhere may be many differences but a major one is the method of teaching. In India, it's more of theory always. However, abroad you are exposed to more case studies, real life work experience, practical work, etc. Better infrastructure and better research work abroad. IIT, VIT, BIT, etc. are however well known globally.

A good option but you must check the program curriculum in details and see if it meets your career aspiration. The Netherlands is the fourth-largest exporter of IT services in the world, the top ones being the US, UK and Germany. Opportunities are available in the areas of mobile apps, gaming etc. Research opportunities are also quite good. So I would give it a shot if I were you.
