These are some of the best countries in this sector. The question can be quite debatable and depends on an individual's perspective. Rhere may be many differences but a major one is the method of teaching. In India, it's more of theory always. However, abroad you are exposed to more case studies, real life work experience, practical work, etc. Better infrastructure and better research work abroad. IIT, VIT, BIT, etc. are however well known globally.

If you are asking about bachelor degree you must complete your 12th Science and also take your IELTS. For masters you must complete your bachelors in the same field and take your IELTS. For the specific scores please check the university website.
