Actually, it depends. Best thing you can do is go for counselling. Often students who don't get seats in the first rounds get their desired seat in the last rounds.

Hi,
It is a tough choice to make, but I would have chosen NIT JAMSHEDPUR any day over BIT MESRA. See in the end it would be a NIT, and also don't expect much difference in academics in both institutes and also as far as I know there are also chances of PSU placement in NIT. So, go for it. Hope it helps.

You can get lower NITs like NIT Srinagar, Eastern Side NITS, NIT kurukshetra, NIT Hamirpur, etc. in CSAB rounds.

If you get a seat in the special round, then your last seat will get cancelled. If you don't get any seat then your last will be retained. I don't know whether it will affect a seat of IIT or not as you can go for counselling of both.

IIT is not there in the special round, it is only for NIT and IIIT. Simple, you have to visit CSAB website the after 7th round and keep checking for the registration updates. Registration and choice fill up is similar as JoSAA.
