Reporting center is according to region. If you live in Delhi, then you have to report at NIT Delhi (report to the nearest NIT).

Yes, you can, but for that you have to give entrance exam for ISRO (aerospace) or DRDO (aeronautics). You can also go for jobs in private companies like being, indigo, air India, etc. in technical jobs.
