JEE Advanced examination is yet to be conducted this year on 27 May 2019. IIT Roorkee holds the responsibility for conducting the exam in computer-based mode. Candidates who have cleared JEE Main will only be allowed to sit for JEE Advanced. So, it is too early to answer if you will get admission in IIT or NIT with 70 marks in JEE Advanced examination. It totally depends on the cut-off marks for different categories. Though generally, SC, ST, OBC students do get admissions into IIT with these marks. For admission in IITs, 75% minimum is required in class 12th. Hence your admission here is ruled out. You should make an attempt for admission in one of the colleges in Bihar.

It might be difficult for you to get admission in NIT as the number of seats in B.Arch are less so competition is tough, still, you can apply as there are 10% chances for you to get admission till the last round of counselling.

Hi, as you want to take admission in NIT you have to give JEE Mains exam. For NIT, Trichy you have to score 250+ marks for any core branches.
