Unfortunately, your query has become irrelevant. But, I am answering in today's context. NTA is expected to announce results / ranking / eligibility to register for JEE Advanced / Registration with JoSAA for admissions in NIT's and other related institutions. This year it is expected to be announced on 30th April 2019 or there about.

A person with disability definitely needs to be given an advantage over others, while considering admissions. The issue that confronts doctors is how much percentage of disability actually hinders a person from performing normally. In Indian context this issue has been answered and 40% disability is considered adequate for inclusion of a person in PWD category. I am afraid with only 10%, you will not be eligible to claim benefits under this category.
