For admissions to NITs/ IIITs/ GFTIs, candidates should have secured at least 75% marks in class 12th exam or be in the top 20 percentile in the class 12th exam conducted by the respective board. For SC/ ST candidates, the eligibility criteria is 65% marks in class XII.
As you got good rank, and your 12th mark is just 1% less, if your luck favors you can surely get admission.

How to prepare for PSUs Entrance Examination:
Question Paper mainly consists of two major sections:
Technical Section: Subject specialisation of related stream
Non-Technical Section: General Awareness, Current Affairs, English Language, Reasoning & Aptitude. Hence to crack PSUs competitive exam, candidate should prepare for both technical and non-technical sections, where 50% to 70% questions are from technical and remaining questions from non-technical sections. Be aware of exam pattern of different PSUs like number of technical questions, number of non-technical questions, negative marking, exam duration, marks per question etc. Always make it a habit of referring to previous year question papers. Prefer Reference books for derivations, equations, conceptual thought process, theory etc. Use shortcut techniques for numerical solving instead of traditional methods to save time.
Practice previous year question papers and analyze the weak topics and concentrate more on those topics. Always try to solve question papers in a given time frame to obtain an idea as how many questions you are able to solve in given limits.
Group Discussion Round: Group Discussion is a crucial round conducted for shortlisted candidates. Good communication skills, topic knowledge, team spirit, leadership qualities, patience level and presence of mind are the major parameters to be considered.
Personal Interview: The personal interview is conducted to judge the personality of a candidate. Sound technical knowledge, positive attitude, body language, good communication skills play an important role to clear personal interviews. Candidates should be prepared with questions about their strengths and weaknesses and answer all questions confidently.

Okay, first and foremost, decide which branch you are most interested in, Chemical or ECE. That should be your primary concern while making the decision. In case your interest lies in chemical engineering, then RGIPT is a good place for you. The one thing RGIPT is good for is what they teach you there. It's the best in class. Second, don't choose RGIPT just for placement. The placement scenario in RGIPT is very dynamic and unreliable. But still, don't make your decision based on the placement statistics. The placement scenario in RGIPT can change for better or for worse. Third, I see a lot of people wanting to come to RGIPT for PSU jobs, because it was set up by PSUs and government. If that is the case with you too, then I would like you to know that even though PSUs are more likely to come to RGIPT than NIT or any other IIT for that matter, now that petroleum engineering has been included in GATE their chances of coming to any petroleum college have dropped down further. So even if you choose to come to RGIPT or go anywhere else and your aim is a job in PSU, then start preparing for GATE from the very beginning. However, in chemical, you will have more PSU opportunities than in ECE. Last, also take into account the fact that RGIPT is in a very remote location, and even if it shifts to its "Jais" campus, it will become more remote. So if the least you want from your college life is spoils of a good campus and infrastructure, then you might wanna rethink about RGIPT. Anyway, always give first priority to your interest. Everything else is secondary.
