Hi,
Congratulation for such an amazing score. NIT, Rourkela has been ranked at 12th position by NIRF rating.
For admissions to NITs/ IIITs/ GFTIs, candidates should have secured at least 75% marks in class 12th exam or be in the top 20 percentile in the class 12th exam conducted by the respective board. For SC/ ST candidates, the eligibility criteria is 65% marks in class XII.
As you got good rank, and your 12th mark is just 1% less, if your luck favors you can surely get admission.
Other than that the opening rank for getting admission into NIT in biotechnology for SC candidates is 3594 and the closing rank is 4844. There is a chance of

How to prepare for PSUs Entrance Examination:
Question Paper mainly consists of two major sections:
Technical Section: Subject specialisation of related stream

Be aware of exam pattern of different PSUs like number of technical questions, number of non-technical questions, negative marking, exam duration, marks per question etc. Always

Okay, first and foremost, decide which branch you are most interested in, Chemical or ECE. That should be your primary concern while making the decision. In case your interest lies in chemical engineering, then RGIPT is a good place for you. The one thing RGIPT is good for is what they teach you there. It's the best in class. Second, don't choose RGIPT just for placement. The placement scenario in RGIPT is very dynamic and unreliable. But still, don't make your decision based on the placement statistics. The placement scenario in RGIPT can change for better or for worse. Third, I see a lot of people wanting to come to RGIPT for PSU job

NIT Kurukshetra is better in every aspect, if we compare to NIT-Jalandhar. Coming to the ranking by MHRD, this year 2017-2018 NIT Kurukshetra rank was 6 in all NIT. So, now you can choose easily and wisely. I hope this will clear you.
