First of all, there is a big difference between percentage and percentile. JEE score this year is in percentile and 61 percentile is not enough for CSE in NIT. Although, you can attempt the 2nd round, hope you achieve it.

The final AIR will be declared considering the best score out of the two JEE exams for all the applicants, hence based on current percentile we cannot predict whether you will qualify with OBC category or not. Wait for the final AIR declaration till April.
