Previous year (2k17) my friend got 219 marks in JEE Mains Paper 2 and 81% in 12th from CBSE board and he belong to OBC category, his gen Rank-9243 and OBC rank-3800, still he didn't get any college. So I think for a general candidate score must be above than 250 if board marks is not included.

I hope you are doing well. If you are talking about the B.Tech branches i.e. CS or IT then you should start with IIITs as they are having CS branch and after that NITs are having CS branch.

In case you don't get your desired college, don't settle for something mediocre college. Instead of settling down for some mediocre college, it would be better if your try for some good private university. Many reputed private universities are offering B.Arch.
