Hello!
The branches you mentioned are quite different. Both colleges are good and in terms of fees they are more or less same. If you are interested in Coding opt for CSE and if in earth sciences and mechanical section opt for petroleum.
I don't know about placement scenario of RVC but placement track of UPES is very good.

i don't think it's possible. and if it is then you must not do it. as these both branches are far apart. you can't do anything great in anyone of the two.
